Clear and Present Danger (Jack Ryan, #5; Jack Ryan Universe, #6)

A chilling discovery on a yacht in the Caribbean sets the stage for a spiraling descent into deceit. Two men are found attempting to erase the bloody evidence of a murder, the victims being an American businessman, Peter Hardin, and his entire family. The shocking brutality of the act draws the immediate attention of the President of the United States, a personal friend of the deceased. In the wake of this tragedy, Jack Ryan, now acting Deputy Director of Intelligence at the CIA, finds himself pulled into the investigation. His initial inquiries reveal Hardin's deep entanglement in a money laundering scheme for powerful Colombian drug cartels, prompting the FBI to seize millions in cartel funds from American banks.

As the President faces a tough re-election campaign, his National Security Advisor, James Cutter, sees an opportunity to bolster the administration's image. He convinces the President to declare the illegal drug trade a "clear and present danger" to national security, thus authorizing a highly covert military operation in Colombia. This clandestine war, codenamed "SHOWBOAT," involves inserting specialized light infantry troops of Hispanic descent into Colombia to stake out cartel airstrips, allowing F-15 Eagles to intercept drug flights. CIA Deputy Director (Operations) Robert Ritter and CIA Director Arthur Moore are instrumental in orchestrating this shadow war, a secret kept even from Congress and, crucially, from Jack Ryan himself.

The cartel, reeling from the financial blow, retaliates with ruthless efficiency. Ernesto Escobedo, a prominent cartel leader, orders the assassination of FBI Director Emile Jacobs, who was meeting with Colombia's Attorney General. This act of defiance further escalates the covert conflict, leading the President to authorize an airstrike on Escobedo's mansion. While many high-ranking cartel members perish, Escobedo narrowly escapes. His lieutenant, Félix Cortez, a cunning and ruthless intelligence officer, begins to suspect American involvement and, playing a dangerous game, plans to ignite a war within the cartel to seize power.

Ryan, growing increasingly uneasy with the lack of transparency surrounding the Colombian operations, begins his own clandestine investigation. He hacks into Ritter's classified files, uncovering the full, horrifying scope of the illegal war. Appalled by the deception and the abandonment of constitutional checks and balances, Ryan enlists the help of veteran CIA operative John Clark and the FBI to expose the truth. He tips off Escobedo about Cortez's treacherous ambitions, hoping to sow discord, but Cortez, ever a step ahead, eliminates Escobedo to prevent any leaks.

The President, fearing a scandal that could derail his re-election, orders Cutter to terminate all covert operations. Cutter complies, but in a horrific act of betrayal, he secretly provides Cortez with the precise coordinates of the American troops still deep within Colombia, effectively sentencing them to death. Ryan and Clark intercept these communications, realizing with a sickening dread that their own government has abandoned American soldiers to a brutal fate, with no intention of acknowledging their existence or mounting a rescue.

Driven by a fierce sense of duty and outrage, Ryan and Clark commandeer a military helicopter and embark on a desperate, unauthorized rescue mission into the heart of Colombia. They brave cartel mercenaries and relentless gunfire to extract the stranded troops, a harrowing journey that underscores the immense personal and political risks they have undertaken. Upon their return, Clark confronts Cutter with irrefutable evidence of his treason, leading Cutter to take his own life rather than face justice. Ryan, a man of unwavering moral conviction, then confronts the President, unleashing his fury and frustration at the profound abuse of power. He subsequently briefs Congress, laying bare the entire sordid affair. Though the President refuses to publicly admit wrongdoing, he deliberately sabotages his own re-election campaign, ensuring his defeat and allowing Governor J. Robert Fowler to become the next president, thus protecting the legacies of all involved by burying the scandal with his administration.
