Consider, then, the nature of your reputation among your subjects. While it is commendable to be thought generous, merciful, and pious, you must never allow these qualities to undermine your authority. Indeed, it is far safer to be feared than to be loved, if you cannot be both. Men, being ungrateful and fickle, will break the bonds of love when it suits them, but fear, held in check by the dread of punishment, never abandons them. Yet, exercise this fear with prudence; avoid hatred at all costs, for a prince who is hated, even if feared, invites conspiracy and ruin. Appear always to be a man of integrity, compassion, and faith, but possess the disposition to be the opposite when necessity demands.
The path to preserving the state often diverges from conventional morality. You will find that certain actions, deemed vices in private life, become necessary virtues for a ruler, while some supposed virtues lead only to downfall. Therefore, you must be prepared to act "in defiance of good faith, of charity, of kindness, and of religion" when the safety of your state hangs in the balance. The ends, which are the security and stability of your realm, will justify the means employed. Be swift and decisive in any cruelties you deem essential, executing them all at once, so that your subjects may forget their sting and you may then secure their goodwill through benefits.
No state can stand upon the shifting sands of weak governance; its foundations must be good laws and good arms. And of these two, good arms are the more crucial, for without them, good laws cannot be enforced. It is a fundamental truth that a prince's principal concern and study must be the art of war. Even in times of peace, you must prepare for conflict, training your soldiers, studying military history, and familiarizing yourself with the terrain, both of your own territory and that of your potential enemies. To neglect this duty is to invite disaster, for a prince who is unskilled in war cannot command the respect of his soldiers nor defend his state from aggression.
The very strength of your army dictates the resilience of your rule. Rely not on mercenaries, for they are disunited, ambitious, and without loyalty, serving only for pay and fleeing in the face of true danger. Their lack of discipline and devotion renders them useless in defense and dangerous in peace. Instead, build your army from your own citizens, men who fight for their homeland, their families, and their own well-being. These citizen-soldiers, bound by patriotism and a stake in the state's prosperity, will prove far more reliable and formidable than any hired force.
Emulate the ancients, particularly the Romans, in their military organization and discipline. Instill in your troops a rigorous training regimen, making it harder than any battle they might face. Teach them to fight as a cohesive unit, to trust the man beside them, and to move with precision rather than chaotic fury. Understand the importance of various formations, the strategic use of terrain, and the power of deception to achieve surprise. Reward valor and punish cowardice publicly, for these acts shape the spirit of your army.
The art of war, then, is not merely a collection of tactics, but a profound extension of political will. It is through military might that a prince acquires and secures his dominion, and it is through wise governance of this military that he maintains internal order and external respect. The relationship between military discipline and societal well-being is symbiotic; a well-ordered army reflects and reinforces a well-ordered state.
Ultimately, the sagacious prince understands that the preservation and glory of his state demand a constant, pragmatic engagement with both political and military realities. He must be a lion to frighten the wolves and a fox to recognize the snares. By mastering both the intricate dance of statecraft and the brutal necessities of warfare, he ensures not only his own survival but the enduring prosperity of his principality.
