Why Knowing What To Do Is Not Enough

Modern society increasingly champions self-reliance, expecting individuals to navigate complex landscapes of health, finances, and career with unwavering autonomy. Yet, a crucial disconnect often emerges: knowing what one ought to do does not automatically translate into doing it. This gap between 'knowing' and 'doing' forms the core inquiry, revealing that the demands placed upon ordinary people often exceed their natural capacities to act.

The prevailing assumption in policy-making often suggests that providing clear information is sufficient; once informed, individuals will simply make the "right" choices. However, this perspective overlooks the profound influence of non-cognitive capacities - the very essence of one's ability to set goals, initiate action, persevere through challenges, and effectively manage setbacks and emotions. These are not merely matters of intelligence or knowledge, but deeply ingrained aspects of personality and character.

Indeed, the challenge extends far beyond a small segment of "vulnerable" individuals. Even those with considerable education and advantageous societal positions can find themselves overwhelmed, particularly during periods of stress or difficulty. Their struggles are not due to a lack of intellect, but rather an overtaxing of these vital capacities to take decisive action, maintain composure, and adhere to resolutions. There are clear limits to the mental burden any person can realistically manage.

Digitalization, while often heralded as a tool for empowerment and efficiency, can paradoxically diminish self-reliance for some citizens. The constant expectation to be "on constant high alert" across various life domains - from managing pension plans to navigating healthcare choices - can create a burden that, for many, becomes unsustainable.

This perspective calls for a more realistic understanding of human psychology in the design of public policy. It urges a shift away from unrealistic expectations of people's capacity to act, acknowledging that inherent limitations exist. By integrating the latest psychological insights, institutions and rules can be crafted to better support individuals, rather than inadvertently undermining their attempts at self-reliance.

Consider the simple act of managing one's pension. Many receive annual statements, only to file them away unread. While the cognitive understanding of the importance of financial planning might be present, the capacity to consistently engage with complex information, make long-term decisions, and take proactive steps often falters in the face of competing demands and psychological friction.

The solution lies not in demanding more from individuals, but in designing systems that accommodate human nature. Policies should recognize that the "planner" who sets goals is often a different person from the "doer" who must execute them, and that the latter may be tired, hungry, or simply depleted. It's about creating environments where the path to self-reliance is made simpler, more intuitive, and less taxing on our finite reserves of willpower and emotional fortitude.
